As of 12:05am, October 1, 2025, the federal government shut down. In an effort to keep you apprised of the situation and its impact on federal funding, we are sharing links to agency-specific contingency plans, which were released shortly before the shutdown. These plans outline which activities will continue, which will pause, and associated agency staffing plans that may continue:
- U.S. Department of Education
- U.S Department of Health and Human Services
- U.S. Department of Defense
- U.S. Department of Agriculture
- U.S. Department of Commerce
- U.S. Department of Labor
- U.S. Department of Homeland Security
- U.S. Department of Justice
- Environmental Protection Agency
- National Aeronautics and Space Administration
- U.S. Office of Personnel Management
- Note: Advanced Research Projects Agency for Health (ARPA-H) is funded through a three-year appropriation and has announced that all of its activities will continue during a lapse in appropriations (i.e. during a shutdown).
It is likely that many of these plans will change, depending on how long the shutdown continues. We will continue to monitor the situation as it develops, and will continue to update the OVPR federal update webpage.
We also monitor the Council on Government Relations website, where they are keeping track of agency changes and other relevant news.
